It also noted aesthetics, air quality, greenhouse gas emissions, noise, transportation, and the proximity to Oakridge School. Another dump for Orange? Those concerns mirrored the unease expressed by the public in letters and at the hearing. Of specific interest to Orange resi- dents is the proposed dump site’s location. It is less than a half- mile from the construction waste stockpiled at the former Sully- Miller property. While that site was never permitted, the owner, Milan Capital, is now calling it an Inert Debris Engineered Fill Operation. Milan allowed Chan- dler to dump construction waste there. No records were kept of what was dumped. Whether it was inert or contaminated is now under investigation by the Local Enforcement Agency, the Orange County authority that regulates IDEFOs. The Orange City Council also expressed its concerns about an- other construction waste dump within city limits. At the same time the Water Board was review- ing Chandler’s original MND, the city hired a consultant to do the same. As reported in the Jan. 10, 2023 council meeting, “it raised a lot of questions.” Council mem- bers considered attending the scheduled public hearing on the MND to voice their concerns as private citizens. The then- city attorney recommended that the council wait for the Water Board’s decision to see “how well it answered their questions.” The Environmental Impact Re- port may raise new questions or answer those the MND didn’t. Chandler’s request for a waste discharge permit from the Water Control Board is discretionary. It can say no. The board may also require the property owner to get discretionary approval from the City of Orange. As is also a long-standing tra- dition, the Community Service Award, established in 1971 to honor an “active resident in the community, as well as other ser- vice organizations,” was present- ed to Cecile Wight.
