The council also approved a Neigh- borhood Preservation overlay to control construction surges in single family communities. The newly extended interim ordinance sets allowable standards to alleviate the negative impacts of unregulated development. Those negative impacts include parking and traffic problems, stress on infrastructure, loss of privacy, and fire, police and public safety concerns. The ordinance sets standards for maximum units per lot, mini- mum lot and unit area, frontage, lot depth, setbacks, structure height, minimum usable open space and parking requirements. The neighborhood overlay pro- vides development standards to regulate bedroom and bathroom additions to primary residences. The overlay applies to the area bounded by Katella Avenue, Main Street, and the 55 and 22 Freeways. It does not prohibit ad- ditional bedrooms or bathrooms, but requires each additional bed- room to be accompanied by 100 sq. ft. of usable open space and indoor common space and 50 cu- bic ft. of storage. The neighborhood overlay was inspired by an upswing in single- family home remodels that turn two or three bedroom homes into seven or eight bed and bathroom “dormitories” to house Chapman University students.
